Electoral Literacy Club

Introduction

Developing the practice of informed and ethical electoral participation is a vital to investment in future of democracy. Under its flagship program systematic voters’ education and electoral participation the election commission of India carries out various interventions for enhancing quality electoral participation. Election Commission of India is now rolling out its ambitious project electoral literacy in schools and colleges. Community Literacy Clubs (ELCs) are a platform meant to engage schools, colleges and community.

 

Electoral literacy Club (ELC) is a platform meant to engage students, as well as village residents, in engaging activities and hands-on experiences to raise awareness about their electoral rights and familiarize them with the electoral process of registration and voting. These clubs, formed at the request of the Election Commission of India (ECI), are located in all educational institutions with the goal of raising awareness and assuring the active engagement of youth and future voters, who are the foundation of Indian democracy.

Vision and Mission

  • The club aims at strengthening the culture of electoral participation among young and future voters.

  • To develop a culture of electoral participation, and maximize informed and ethical voting.

  • To follow the principles ‘Every vote counts’ and ‘No Voter to be Left Behind’.

Objectives

  • To educate the targeted population about voter registration, electoral process, and related matters through hands-on experience.
  • To facilitate EVM and VVPAT familiarization and education about the robustness of EVM as well as the integrity of the electoral process using EVMs.
  • To help the target audience understand the value of their vote and exercise their right to franchise in a confident, comfortable, and ethical manner.
  • To harness the potential of ELC members for carrying the electoral literacy in communities.
  • To facilitate voter registration for its eligible members who are not yet registered.

Role of the Nodal Officer

  • Promoting and supervising Club enrollment.
  • Supervising the election and formation of the Executive Committee of ELC.
  • Guiding and supervising the development of the calendar of activities for the year by the Executive Council.
  • Coordinating between the District Election Officer and the ELC for exchange of resources, information etc if required.

Role of the Executive committee

  1. Organizing the Club enrolment
  2. Planning activities for the ELC and developing the calendar of activities for the year.
  3. Framing further guidelines for smooth conduct of ELC activities.
  4. Supervising the conduct of activities as per the calendar.
  5. Facilitating the enrollment of students not registered as voters.

Role of the Convener

  • Identifying and involving student members in organizing various ELC activities.
  • Conducting activities under the overall guidance of the Executive Committee and Mentor/ Nodal Officer.
  • Any other task assigned by the Executive Committee and Mentor/Nodal Officer.
